Biography

Based in Cape Town, South Africa, Dr Rachel Adams is the Principal Researcher at Research ICT Africa, an African-based think tank advancing digital equality on the continent. She is the Principal Investigator of the Responsible AI Index, a new global instrument to measure country-level progress in advancing rights-respecting AI, and the African Observatory on Responsible AI, both supported by the International Research Development Centre of Canada.

Rachel is the author of Transparency: New Trajectories in Law (Routledge, 2020), and the lead author of Human Rights and the Fourth Industrial Revolution in South Africa (HSRC Press, 2021). She is currently working on a monograph exploring the imperial forces at work in and through AI, and what is required to decolonise this novel technological superpower.
